5.財政收入增長雖放緩，但該給群眾辦的實事一件也不能少。

6.創新財政支出方式，優化財政支出結構，該保的一定要保住，該減的一定要減下來。

11.困難和挑戰并不可怕。中國的發展從來都是在應對挑戰中前進的，沒有過不去的坎。

14.健全督查問責機制，堅決整肅慵政懶政怠政行為，決不允許占著位子不干事。
